Rollingwood sits between it and Zilker Park. Both are served by Eanes ISD, and Westlake High School is the reason a lot of relocating families start their search here before they have seen a single house. "Westlake" as buyers use it is bigger than the city limits. It takes in Rob Roy, Davenport Ranch, Lost Creek, the Lake Austin bluffs along Westlake Drive and the newer gated streets off Bee Cave Road. Unlike Lake Travis it is held at a constant level, so a dock on Lake Austin is a dock every day of the year. That single fact is why waterfront here trades the way it does, and why the first question a serious buyer asks is which lake. The shoreline runs from Tarrytown and Mount Bonnell on the east bank to Westlake Drive, Rivercrest, Mañana Street and the coves around the Pennybacker Bridge on the west and north. Boat-dock permitting on the lake runs through the City of Austin and the LCRA, and the age and condition of an existing dock is a real part of any negotiation. Tosca has handled enough of these to know which questions to ask before an offer goes in. Lake Austin is held at a constant level by the LCRA. The water is where it was yesterday, the dock is usable every day, and the shoreline is a fixed line on a survey. That is why a Lake Austin waterfront lot in Westlake or Tarrytown is priced the way it is: you are buying certainty, proximity and Eanes ISD in one parcel. Inventory is thin because almost nothing new can be built on the water. Lake Travis is a flood-control reservoir. It rises in wet years and drops in dry ones, sometimes by tens of feet. Waterfront there is about the cove, the depth at your dock in a low year, and whether the dock floats. In exchange you get bigger water, bigger views, more land and more choice: Costa Bella, Vineyard Bay, Hudson Bend, Lakeway and Bee Cave all trade at different levels and each has a different school district story. Questions Tosca asks on every waterfront showing, on either lake: how old is the dock and is it permitted; where is the 100-year flood line on the survey; who maintains the bulkhead; and, on Travis, what did the shoreline look like in the last drought. A transferring executive has a start date, two or three trips to town, a family who has not seen Austin and a corporate relocation package with its own rules. The work is different, and Tosca has done it since the 1990s. The CMRS designation is the relocation-specific certification of the Cendant Mobility program (now Cartus). The course covers exactly the problems a transfer creates: researching communities for a family that has never lived here, locating the destination home on a compressed schedule, coordinating with the relocation company and its appraisal and inspection requirements, and settling the family in after closing. In practice it looks like this. Before the first trip, a written brief on the areas that fit the commute, the schools and the budget: usually some mix of Westlake, Lake Austin, Tarrytown, downtown and the Lake Travis communities. The first visit is a neighborhood day, not a house day. The second is houses, pre-screened, with the relocation company's paperwork already in hand. A pricing strategy is the first deliverable, in writing, before a sign goes up. Preparation is where the money is made or left behind. She walks the appraisal risk, gives staging direction, and tells you which repairs and renovations will return their cost and which will not. On an estate the size of the ones on her sold record, that conversation is worth six figures.
